Resource Services
The Resource Services Unit of San Andreas Regional Center provides a variety of services to current and potential vendors, consumers, and staff of the agency. the following are brief descriptions of some of the services provided:
Resource Development
A vendor may either be an agency or parent vendor. Our Resource Unit works closely with current and potential businesses and organizations to become agency vendors by developing and reviewing programs that meet the needs of the consumers served. This unit also helps families become parent vendors through group orientations and individual guidance.
Vendorization of Services
All services funded by San Andreas Regional Center go through a stringent review process prior to being approved by the Resource Service Unit for vendorization by San Andreas Regional Center. Vendor's program designs are closely reviewed by this unit to ensure the program meets all of the federal, state and regional center requirements for service delivery. A review of vendor site is always completed to ensure that the home or place of service meets all the needs of the program and consumers to be served. Resource Services reviews all consultants to be used by a program to ensure those consultants meet all requirements of their practice, federal and state regulations and regional center requirements. A few examples of the different types of programs vendored by San Andreas Regional Center are: Residential Homes, Adult Activity Centers, Behavioral Support, Early Intervention, Respite and Day Care and many, many others.
Vendor Training
A wide variety of training is offered by the staff in Resource Services. A few examples include; Special Incident Reporting, Parent Voucher, Residential Services Orientation, Medication Administration, Lifting and Repositioning Techniques, and a variety of refresher courses. Quality Assurance Services
The Resource Services Unit maintains the following Quality Assurance Teams:
Quality Assurance for Residential Homes & Days Programs.
Quality Management System for Homes & Days Programs developed under the Unified Plan.
Quality Assurance for Supported Living Services
Quality Assurance for Nursing Services
All of the above teams conduct regular monitoring, conduct formal investigations of complaints, and complete unannounced visits for all of the areas noted.
Medicaid Waiver
The Home and Community-Based Services Waiver (HCBS), also known as the Medicaid Waiver (MW), "waives" some Medicaid rules that allow the State of California partial reimbursement with Medicaid money for providing services to people with developmental disabilities. The HCBS/MW helps the state fund certain services that supports consumers to live at home or in the community rather than having to live in a health facility. Consumers who enroll in the waiver must have certain level of care needs, must have full-scope Medi-Cal, must use a MW billable service, and must indicate their choice to live in the community by signing a "choice form." The MW team also helps families get Medi-Cal for their minor children through a program called "institutional deeming," wherein the parents' income, which is usually the determining factor, is removed from consideration and the child's income is used to determine eligibility for Medi-Cal. Families who are institutionally deemed must also enroll in the Medicaid Waiver.
Family Cost Participation Program
This unit provides for the administration of San Andreas Regional Center's Family Cost Participation activities including; share of cost assessment, document confidentiality and notifications that are relevant to the Family Cost Participation Program.
Risk Management and Mitigation
This unit completes all activities relative to Special Incidents reported to San Andreas Regional Center including; SIR data and reporting processes, and data analysis of consumer risk. The unit provides research and data for review by the Mortality and Morbidity Committee and The Quality Assurance Review Committee. The development and dissemination of Risk Assessment tools to providers and service coordinators for the implementation of plans of action for San Andreas Regional Center consumers is also a service provided.
